With reference to my despatch No. 92 of the 13th
inst. forwarding a copy of the leave papers of Mr. Ladds, Colonial
Veterinary Surgeon, I have the honour to invite your attention to th
enclosures' to that despatch; being a copy of the latter from the San
tary Board in submitting Mr. Ladds' application, and the certificate
of a Medical Board consisting of the Acting Principal Civil Medical
Officer and Captain Prynne R. A.M.C.. who was kindly lent by the
General Officer Commanding to assist as a member of the Board.
2. Having regard to the report of the Medical
Board, and to the fact that during the years 1895 to 1899 more than
half the time has been spent on leave, while it is known that in the
Colony Mr. Ladds cannot attempt any work involving exertion without
being prostrated by dysentery, I feel that in the interests of the
important duties devolving upon the Colonial Veterinary Surgeon, es-
pecially in connection with the question of cattle-breeding in the
New Territory and of the rinderpest which has been very prevalent
there, the Colonial Veterinary Surgeon should be a man in vigorous
health, and it seems clear that Mr. Ladds has fallen a victim to thi
most treacherous climate.
3. Under the circumstances I should be glad to
learn that Mr. Ladds' services could be availed of in some Colony
the climate of which is not inimical to his constitution, for I fear
that here he will never be capable of undertaking any work involving
